Motorway expenditure

The Department for Transport has recently spent £28 million on adding crawler lanes on the M5 between junctions 17 and 20. The new lanes completed in July 2006 had one of their first big tests on Sat 29 July. As can be seen from photos below taken by John Rickard at about 1 pm, the congestion sadly was as severe as usual. Couldn’t this amount of money have been better spent? Our railway could be fully reopened for far less, and would have the positive effect of taking many cars off the road. Wouldn’t this be a better use of public money?
