M5 Expenditure

The Department for Transport spent £28 million on adding crawler lanes on the M5 between junctions 17 and 20. The new lanes completed in July 2006 have had many severe tests of their capacity since. As can be seen from photos below taken by John Rickard, the congestion is still often as severe as before.

Shouldn’t local rail have its share of expenditure? This would have the positive effect of taking many cars off the road. Wouldn’t this be a better use of public money?
